3X DUI Driver Had Kids In Car, BAC Nearly Twice Legal Limit In Stafford County: Sheriff

A 41-year-old Northern Virginia driver was arrested on his third DUI offense, and this time he had kids in the car, authorities said.

An observant citizen noticed Eugene Appiah swerving on Garrisonville Road in Stafford around 11:35 p.m. Saturday, July 1, Stafford County Sheriff David Decatur said.

A deputy provided with a description of the vehicle found Appiah on Puller Place. Appiah had his children in the car, despite having his license revoked due to a prior DUI conviction, Decatur said.

Appiah had glassy, bloodshot eyes, and the odor of an alcoholic beverage coming from his breath, police said. After conducting field sobriety tests, the deputy told Appiah he was under arrest. 

Appiah then suddenly changed his story saying he wasn’t the driver. 

Appiah was charged with driving under the influence third offense in ten years with a blood alcohol content between .15 and .2, driving after forfeiture of his license, and two counts of child neglect. He was held at Rappahannock Regional Jail without bond.
